Well, because 40k design philosophy is THAT STUPID, and the GW website on the LeMan Russ gave minimum armor as 45mm. I assumed that only the frontal hull would be armored to 200mm of Plassteel, while all other areas were armored only with 45mm Plassteel (previously I had the sides as 60mm plassteel, and the rear and hull floor and roofs as 45mm, but that drove weight up to 67 tons).
